The EFL Board has discretion to waive or amend penalties in exceptional circumstances, and Storch's public appeals are seeking sympathy and compromise. The situation is complicated by the fact that a significant portion of the club's debt is owed to the former owner, Dejphon Chansiri, who has not agreed to write down or restructure the debt. The EFL would need to justify any exemption handed to Wednesday's new owners, as they have applied the rules evenly to other clubs in the past. The biggest concern is that if Storch pulls out, there may not be another credible buyer prepared to match his price, which could have severe consequences for the club.
