The South African Civil Aviation Authority (SACAA) has launched an investigation into a dramatic low‑level flyby performed by two passenger aircraft ahead of the Springboks’ second Test match against New Zealand in Cape Town. The maneuver, which saw the jets skim within roughly 100 metres of the roof of the DHL Stadium, raised a flurry of safety concerns among spectators, aviation experts and the broader public.

In response, the regulator has secured flight‑data recordings from the aircraft and has asked Airlink, the carrier that operated the flyover, for additional information to support a thorough assessment. According to the SACAA, a comprehensive report containing findings and recommendations will be published once the review is concluded. The agency emphasized the importance of scrutinising the events of the past weekend, stating that it must determine whether any safety issues emerged that merit further action.

"It is therefore critical that we interrogate this past weekend's events … to determine if there were any safety concerns which warrant a review," the authority said in an official statement. Airlink has already withdrawn its request to stage another flyover at the upcoming rugby fixture in Soweto, the authority confirmed.

The airline’s decision follows the regulator’s reminder that it is responsible for overseeing aviation safety and security in the country. The Cape Town flyby, which took place before the August 29 Springboks‑All Blacks clash, was met with enthusiastic applause from an estimated 56,000 fans in the stadium.

However, video footage captured by spectators inside and around the venue quickly spread across social media, igniting a debate about the potential hazards of such low‑altitude displays. In a statement released on Wednesday, Airlink defended the operation, noting that the maneuver had been meticulously planned and rehearsed, with safety described as "the first consideration at every stage of the process." The carrier highlighted that each aircraft carried three senior captains, collectively boasting more than 75,000 flight hours. Earlier in the week, Airlink supplied the SACAA with data extracted from the aircrafts’ flight‑data recorders, commonly referred to as black boxes, for the regulator’s analysis.

The airline acknowledged the excitement generated by the spectacle but also recognised the "valid questions and concerns" that followed. Chief executive de Villiers Engelbrecht remarked, "We never intended to become the news or upstage Rugby's Greatest Rivalry," underscoring that the primary aim was to enhance the fan experience rather than attract media headlines. The regulator’s records show that Airlink had applied for three separate flyover permissions.

The most recent approval, for the Cape Town event, was the second of these applications; the first had been granted for a flyover in Johannesburg on August 22. Both approvals were issued under the special‑air‑event provisions that govern such displays. However, Airlink later withdrew its request for a third flyover slated for September 1 over Johannesburg’s FNB Stadium, citing adverse weather forecasts that would have made a safe formation flight impossible. The SACAA confirmed the withdrawal.

South Africa’s rugby tradition includes aerial displays at major matches, a practice that dates back to the 1995 Rugby World Cup final when a Boeing 747 flew over Ellis Park before the Springboks faced the All Blacks. The recent Cape Town flyby, however, was unusually low and dramatic, drawing international attention and prompting some aviation specialists to question whether the aircraft operated with an insufficient safety margin.

The investigation will focus on several key aspects: the altitude and speed of the aircraft relative to the stadium structure, the clearance calculations used by Airlink, the communication protocols between the pilots and air traffic control, and the risk‑assessment procedures that were followed. By analysing the flight‑data recordings, investigators hope to determine whether the pilots adhered to the approved flight plan and whether any deviations occurred that could have compromised safety. If the review identifies shortcomings, the SACAA may issue recommendations that could range from stricter altitude minimums for future flyovers to enhanced coordination with stadium authorities and more rigorous pilot briefings.

The regulator may also consider imposing additional licensing requirements for operators wishing to conduct special‑event flights over densely populated venues. While the spectacle was praised by many fans for adding a visual flourish to the rugby experience, the incident underscores the delicate balance between entertainment and safety in large‑scale public events. As the investigation proceeds, stakeholders—including the rugby union, the airline, and aviation officials—will be watching closely to see how the findings shape future policies on aerial displays at sporting venues. The final SACAA report, once released, will provide clarity on whether the low‑altitude flyby complied with existing safety standards or if regulatory adjustments are needed to prevent similar concerns in the future.
