The report suggests that broadcasting women's football in the 3pm Saturday slot could inspire and motivate girls to engage in physical activity. Currently, UK legislation prohibits live broadcasts of football matches that kick off at 3pm on Saturdays. The Committee also recommends that the government mandate the removal of 'No Ball Games' signs in public spaces to promote play. Dame Caroline notes that while the nation loves sports, many barriers prevent people from participating, particularly girls who often drop out of school sports upon reaching puberty.

The proposed solutions include removing the 3pm blackout, implementing a more inclusive PE curriculum, and providing stable funding for school and community sports. The report also highlights the need for better-trained PE teachers, comfortable and inclusive kit policies, and increased government expenditure on sports and recreation.
